"The proof is overpowering that the president mishandled his capacity by forcing Ukraine and its new president to examine a political rival," said Barry Berke, staff lawyer for the Legal executive Board.
"A president can't mishandle his capacity to verify a political decision," Berke said. "That is an impeachable offense."
